Ogg Theora was initially built into the standard, but it was removed because 
of lack of consensus (blame Nokia, Apple, etc). It's now up to the content 
author on what codec to use.

That said, Firefox 3.5, Opera 10.5, and Chrome (I think--it uses ffmpeg and 
should play many formats back) all should play Ogg Theora, so it's becoming a 
defacto standard at least.
